So...after outlining the problems in the first section...and then laying out some general characteristics and principles in the second...the Report turns its attention to the changes it believes are necessary.

The Windsor Report says that, in order to fix the problem, we need to fix the structure of the Anglican Communion.

Right now, it’s a mess.
